It's Donald Duck! Dressed in his best soda fountain employee uniform - vest and hat with vertical red stripes - Donald is quite unhappy about having lost the scoop of (purple) ice cream from the cone he is holding onto the floor (or is it on his foot?). He is holding the cone out in front of himself with his left hand and there is ice cream dripping down the cone. The ice cream on the ground also appears to have melted.
